This is probably the mark of the postman
responsible for distributing mail. These consisted of letters in
a circle, hexagon or sometimes just the number on its own. Usually
in black; somertimes found in blue.
We have little information about these,
but they are not to be confused with early 19th century letters in a circle,
hexagon or parallelograme which were used by postmen emptying rural letter
boxes.
